摘要
配电网不停电作业是提升营商环境与供电可靠性的关键举措之一。针对深圳电缆化率实际情况,通过运用标杆管理法、目标管理、标准化管理、排列图等管理工具优化作业管理模式、作业流程、安全管控,解决不停电作业力量薄弱、基层单位积极性低、作业流程效率低及安全管控不到位等问题,创建并应用了一套城市配电网不停电作业全流程管控体系,对国内外配电网建设、改造具有极高的推广价值。
Uninterrupted operation of distribution network is one of the key measures to improve business environment and power supply reliability.The application of uninterrupted power supply in distribution network is a strong support to realize the goal of customer′s unintended power failure.Aiming at the situation that Shenzhen has the highest cable utilization rate in China,through the use of benchmarking management,target management,standardized management,permutation chart and other management tools to optimize the operation management mode,operation process and safety control,the problems of weak power supply,low enthusiasm of grassroots units,low efficiency of operation process and inadequate safety control are solved.
