摘要
目的探讨医改政策指引下三甲医院绩效改革考核应用现状。方法构建2018年6月—2020年6月三甲公立医院绩效考核任务指标,并比较医改前后应用效果。结果通过对考核任务分解,共构建出了一套含一级指标4项,二级指标14项,三级指标56项的绩效改革评价体系。将绩效改革评价体系应用于三甲医院,在改革关键绩效指标均呈现出正向发展趋势。结论应用医改政策指引下三甲医院绩效改革考核体系可进一步完善绩效管理规章制度、缓解了群众看病难看病贵的问题、有效提升公立医院综合实力,提升群众就医满意度,应用效果显著。
Objective To explore the status quo of performance reform appraisal in tertiary hospitals under the guidance of medical reform policies.Methods Construct the performance appraisal task indicators for the tertiary public hospitals from June 2018 to June 2020,and compare the application effects before and after the medical reform.Results By decomposing the assessment tasks,a set of performance reform evaluation system with 4 first-level indicators,14 second-level indicators,and 56 third-level indicators was constructed.Applying the performance reform evaluation system to the top three hospitals has shown a positive development trend in the reform of key performance indicators.Conclusion The application of the performance reform assessment system of tertiary hospitals under the guidance of the medical reform policy can further improve the performance management rules and regulations,alleviate the problem of unsightly and expensive medical treatment,effectively improve the overall strength of public hospitals,and increase the satisfaction of the public in medical treatment.The application effect is significant.
