摘要
专利导航试点政策是专利制度在产业运行中的综合应用和专利战略在产业发展中的具体实施。已有研究主要集中在专利文献计量基础上的产业技术创新分析,关于专利导航试点政策促进产业经济发展成效评估的实证文献很少。本文选择上海张江国家专利导航产业发展实验区为研究对象,基于1996-2016年的省际面板数据和2004-2017年上海6个重点产业的经济数据,利用合成控制法和双重差分模型进行实证分析。研究显示:控制产业差异和地域影响,专利导航试点政策显著促进了医药产业利润的增长,政策效应存在一年滞后期。然而,专利导航试点政策对医药产业主营业务收入增长影响不显著。可见,专利导航试点政策提升了医药产业的专利运用水平,降低了生产成本,但对新产品和新技术研发的激励作用不显著。
The Patent Navigation Pilot Project is an important policy tool for making use of patent system to promote the development of industries.The existing literatures mainly focus on the analysis of industrial technology innovation based on the measurement of patent literature,and there are few empirical study on the evaluation of patent navigation pilot policies.This paper takes Shanghai Zhangjiang National Patent Navigation Industry Development Experimental Zone as the research object to estimate the policy effect of the patent navigation pilot project on the development of the pharmaceutical industry with the method of Synthetic Control Methods and DID based on the inter-provincial panel data from 1996 to 2016 and the statistics data of six major industries in Shanghai from 2004 to 2017.Controlling industry factors and region factors,the patent navigation pilot policy promotes the profit growth of Pharmaceutical Industry with a one-year lag.However,the impact of the patent navigation pilot policy on the revenue of Pharmaceutical Industry is not significant.It can be seen that the patent navigation pilot policy has promoted the patent operation of the pharmaceutical industry and reduced the production cost,but showed no significant incentive effect on the research and development of new products and technologies.
