摘要
农业基础薄弱、发展后劲不足是制约现代农业发展的重要瓶颈,PPP模式提供新的思路,PPP不仅是一种融资手段,而且是一次体制机制变革,涉及行政体制改革、财政体制改革、投融资体制改革。农业PPP是将PPP应用于农业领域,基于扎根理论对农业PPP作用机制进行探索,分析其影响效应,并找出存在的问题,对于完善PPP模式理论框架,缓解政府融资约束,推动财政支农方式创新,推动现代农业发展具有重要意义。
The weak agricultural foundation and insufficient development potential are the important bottlenecks restricting the development of modern agriculture.PPP provides a new framework,it is not only a means of financing,but also a reform of system and mechanism,involving administrative system reform,financial system reform,investment and financing system reform.Agricultural PPP is the application of PPP in the field of agriculture.Based on the grounded theory,this paper explores the mechanism of agricultural PPP,analyzes its effects and finds out the existing problems,which is of great significance for improving the theoretical framework of PPP,easing the constraints of government financing,promoting the innovation of financial support for agriculture and promoting the development of modern agriculture.
