摘要
智慧城市是现代城市发展范式的转换。中国特色新型智慧城市的内涵特征是以实现人民为中心的发展为价值追求,以实现治理体系和治理能力现代化为建设目标,以实现城市可持续发展为发展方向。中国特色新型智慧城市是在以先进技术为支撑的智慧基础设施和相关政策的支持下,同时在经济、社会、环境与治理四个维度上实现全面协同发展目标。在经济维度上,实现创新发展与效率提升;在社会维度上,让人民获得更多的幸福感;在环境维度上,实现城市的可持续发展,在治理维度上,更好地服务于人民。从建设路径上看,应合理规划智慧基础设施,建立与完善长效运行机制,提升城市现代治理能力,最终实现中国特色新型智慧城市的建设目标。
Smart city is the transformation of modern urban development paradigm.The connotation of new smart city with Chinese characteristics is to achieve the people-centered development as the value pursuit,to achieve the modernization of governance system and governance capacity as the construction goal,and to achieve the sustainable development of the city as the development direction.The new smart city with Chinese characteristics is supported by relevant policies and smart infrastructure supported by advanced technologies,while achieving the goal of comprehensive and coordinated development in the four dimensions of economy,society,environment and governance.In the economic dimension,we should achieve innovative development and efficiency improvement.In the social dimension,we should let people get more happiness.In the environmental dimension,we should achieve the sustainable development of the city.In the governance dimension,we should better serve the people.From the perspective of construction path,we should reasonably plan smart infrastructure,establish and improve long-term operation mechanism,improve the modern governance capacity of the city,and finally achieve the construction goal of a new smart city with Chinese characteristics.
