摘要
以服务于实现自然资源“两统一”职责和推动国土空间治理体系与治理能力现代化水平进程为目的,从国土空间生态系统概念、内涵和基本属性特征着手,以新一代科技信息化技术为手段,构建了横向上由国家、省、市、县四级构成和纵向上由农田、矿山、森林、草地、水域、湿地、海岸、海岛八类生态系统组成,“四梁八柱”的全方位多层次国土空间生态系统监测评估体系,并以人与自然和谐共生为总体目标,建设监测评估体系“一版底图、一个平台、一套数据”系统。为理顺监测评估工作的系统性和整体性,从法规政策、技术标准、运行规则和反馈机制共4个支撑系统进行了概略讨论,以期为国土空间生态系统监测评估体系重构提供参考。
Aiming at serving the realization of the responsibility of“two unification”of natural resources and promoting the modernization of land and space governance system and governance capacity,this paper starts with the concept,connotation and basic attribute characteristics of land and space ecosystem,and constructs the horizontal structure of farmland,mine,forests,grassland,water area,wetland,coast and islandand.The four levels of the state,province,city and county,and vertically by means of the new generation of science and technology information technology,the eight types of ecosystem,the comprehensive multi-level land and space ecosystem monitoring and evaluation system of“four beams and eight pillars”are composed.Taking the harmonious coexistence of human and nature as the overall goal,the monitoring and evaluation system is constructed with“one version of the base map,one platform and one set of data”system.In order to straighten out the systematicness and integrity of the monitoring and evaluation work,this paper briefly discusses the four supporting systems of laws and policies,technical standards,operation rules and feedback mechanism,in order to provide reference for the reconstruction of the monitoring and evaluation system of land space ecosystem.
