摘要
借鉴政府政务大厅的做法,在煤矿建立企务大厅,每个科室各抽调一人,在企务大厅集中办公,为基层员工提供一站式服务,在不改变宝塔式层状结构的前提下,变管理模式为服务模式,构建柔性扁平化组织结构,为煤矿基层治理结构改革开创了新路。在建立企务大厅的基础上,建设煤矿企务大厅信息服务系统,实现网络办公和手机APP办公,并通过确立基础数据单元,划分作业,推行零基预算、弹性预算、滚动预算,推行业务与财务一体化,建立智慧化的企务大厅。在煤矿推行业务与财务一体化,可以将煤矿的管理向两个方向延伸:一个面向基层,提高基层的管理水平;一个面向决策层,提高决策层的科学决策水平。在煤矿推行业务与财务一体化是建设智慧矿山的基础工作,可以把智慧矿山建设上升到一个新的高度。
Drawing lessons from the practice of government affairs hall, the enterprise affairs hall was established in coal mine. Each department transfers one person to work in the enterprise affairs hall collectively to provide one-stop service for grass-roots employees. Without changing the pagoda-like layered structure, the management mode is changed into the service mode, and the flexible flat organizational structure is constructed, which creates a new way for the reform of coal mine grass-roots governance structure. On the basis of the establishment of enterprise affairs hall, the information service system of coal mine enterprise affairs hall was built, the network office and mobile APP office were realized, and the intelligent enterprise affairs hall was established by determining the basic data unit, dividing the operation, implementing zero base budget, flexible budget and rolling budget, implementing the integration of business and finance. The implementation of integration of business and finance in coal mines can extend the management of coal mines in two directions: one is to face the grass-roots to improve their management level, another one is oriented to the decision makers to improve their scientific decision-making level. The implementation of integration of business and finance in coal mines is the basic work of building smart mines, which can raise the construction of smart mines to a new height.
