摘要
定居是牧民城镇化发展的基础。从牧民视角出发,评价定居牧民的城镇化水平,探讨定居工程目标的实现和牧民增收的有效协调机制,能够为更好地实现牧民城镇化提供科学依据。选择世界自然遗产地巴音布鲁克旅游区为实证点,以少数民族定居牧民的城镇化感知与行为特征为测量工具,提取生产生活方式、定居后的生活便利、社会福利以及定居后的感受四类因子综合评价新疆少数民族定居牧民的城镇化水平,结果显示,定居牧民的城镇化总体水平为良,其中定居后的生活便利水平最高,生产生活方式的城镇化水平最低;在牧民由游牧到定居的生计变迁中,政府与基层组织发挥了积极引导作用,实施有效的培训方案提升了牧民从事现代农业和旅游服务业的水平,促进了生产方式转型,缩短了牧民完成城镇化的时间。最后,提出了推动新疆定居牧民城镇化水平的对策建议。
Settlement is the basis for the development of urbanization of herdsmen.From the perspective of herdsmen,evaluating the urbanization level of settled herdsmen,and discussing the realization of settlement project goal and the effective coordination mechanism of herdsmen’s income increase,can provide scientific basis for herdsmen to realize urbanization better.Taking Bayanbulak tourist area,the world natural heritage site,as an empirical point,and taking the urbanization perception and behavior characteristics of minority settled herdsmen as a measuring tool,the four factors of production and life style,living convenience after settlement,social welfare and feeling after settlement were extracted to evaluate the urbanization level of minority settled herdsmen.The results showed that the overall urbanization level of settled herdsmen is good,among which the living convenience level after settlement is the highest,and the urbanization level of production and life style is the lowest;the government and grass-roots organizations play an active guiding role in the livelihood transition of herdsmen from nomadic to settled,and effective training programs have promoted the level of herdsmen engaged in modern agriculture and tourism services,promoted the transformation of production mode,and shortened the time for herdsmen to complete urbanization.Finally,some countermeasures and suggestions on improving the urbanization level of settled herdsman in Xinjiang were put forward.
