摘要
践行“两山”理论是坚持和完善生态文明制度体系的重要途径,是将生态环境优势转化经济社会优势的途径和方式,为坚持和完善生态文明制度体系提供文化基础。生态文明制度体系的完善具有溢出效应和政策叠加的正外部性效应。坚持和完善生态文明制度体系体现中国共产党与时俱进改革的勇气,对于实现人与自然和谐共生而言是理论上的突破,能激发生态产品制度供给;统筹考虑生态文明制度体系的四个制度是将制度优势转化为治理效能的关键。
The ecological environment is not only of great significance to the party,but also related to the well-being of all people.Since the 18th National Congress of the Communist Party of China,the party has issued a series of policies and strict laws and regulations to protect the ecological environment.Among them,Two Mountains Theory is particularly prominent.This article will interpret the Two Mountains Theory of the Chinese Communist Party from three aspects:(1)adherence to the purpose and essence of ecological civilization;(2)the way to practice ecological civilization;(3)and the effect of the ecological civilization system.First of all,practicing Two Mountains Theory is an important way to uphold and improve the ecological civilization system.Upholding and improving the ecological civilization system is not only of great significance for realizing the harmonious coexistence of man and nature,but also for ensuring the sustainable development of the Chinese nation.It is of indispensable importance.Secondly,the Two Mountains Theory is a way to transform the advantages of ecological environment into economic and social advantages.From an economic point of view,the market value of time and space elements can be measured through the natural ecological system of lucid water and green mountains and non-material services.The industrial economic system is realized through the methods of material circulation,energy flow and information exchange.Furthermore,Two Mountains Theory provides a cultural basis for upholding and improving the ecological civilization system.This theory opens up a correct ecological world outlook and values,unifies the originally separated human individual and nature as a whole,reverses the originally opposed relationship between man and nature,and realizes the harmonious symbiosis between man and nature.The improvement of the ecological civilization system makes positive externality.Adhering to and improving the system of ecological civilization reflects the courage of the Communist Party of China to
