基于PCA和RBFNN的跨省域增减挂项目多维绩效评价

Multidimensional Performance Evaluation of Inter-provincial Urban Construction Land Increase and Rural Construction Land Reduction Projects Based on PCA and RBFNN

摘要 对喀什地区5县市第一批28个跨省域城乡建设用地增减挂钩项目多维绩效进行了定量测度与评价,探索了该类项目绩效评价的可行方案。基于“公众-财务-可持续”战略地图理论与国家精准扶贫、乡村振兴战略政策内涵构建了项目多维绩效评价指标体系,综合运用主成分分析与径向基神经网络模型等对项目绩效展开了量化评估。结果表明:(1)该批次项目近5成处于待改进和亟待改进等绩效类型,且存在明显的县域分布差异;(2)项目的公众效益必须放在首位,其次才是项目的可持续效益与财务效益;(3)优选贫困程度较重的村镇,注重规模效应、农业农村和生态环境建设,有助于提升项目绩效水平;(4)集中资源、靶向开展此类项目对实现耕地占补平衡、促进减贫脱贫、助推乡村振兴战略创造了条件,但需进一步强化项目实施的精准性、针对性和实效性。 The quantitative measurement and evaluation of the multidimensional performance of the first batch of 28 inter-provincial urban construction land increase and rural construction land reduction projects in 5 counties and cities in Kashgar Prefecture were carried out,and the ible schemes for performance evaluation of such projects were explored.Based on the“public-finance-sustainability”strategy map theory,the connotation of the national targeted poverty alleviation and rural revitalization strategies,we constructed a multidimensional performance evaluation index system for the project and carried out quantitative evaluation of project performance by principal component analysis(PCA)and radial basis function neural network model(RBFNN).The results show that nearly 50%of the projects in this batch are to be improved and urgently to be improved types,and there are obvious county distribution differences.The public benefits of the project must be put first,followed by the sustainable and financial benefits of the project.Selecting villages and towns with high levels of poverty,focusing on benefit of scale,agricultural and rural areas and ecological environment construction will help improve project performance.The concentration of resources and targeted development of such projects have created conditions for realizing the balance of arable land occupation and supplementation,promoting poverty alleviation and boosting the rural revitalization strategy.However,the accuracy,pertinence and effectiveness of project implementation need to be further strengthened.
