摘要
中国新型政党制度既有别于西方国家的政党制度,也有别于其他社会主义国家的政党制度,它是中国共产党对政党制度进行全新探索的成果,具有独特的内涵。中国的新型政党制度可以分为三个层面:结构、规则和关系。从这三个层面阐述其内涵,有利于更深刻地理解其本质特征与内在优势。从结构层面看,中国新型政党制度包括新型政党制度构成主体及其结构关系、组织体系和运行机制;从规则层面看,中国新型政党制度既包括由正式机构颁布的有明文规定的正式规则,也包括作为非正式规则的政治规矩和政治惯例;从关系层面看,中国新型政党制度包括中国共产党与各民主党派和无党派人士之间的关系。结构、规则和关系三个层面相互依存,体现出中国新型政党制度的独特内涵。
China’s new party system is different from the party systems of other socialist countries,and also different from the party systems of Western countries.It is the result of a new exploration of the party system by the Chinese Communist Party and has unique connotations.We can divide the system into three levels,namely:structures,rules,and relations,and then analyze the connotation of China’s new party system from those three levels,which is very helpful to deepen the understanding of its essential characteristics and inherent advantages.From the structural perspective,China’s new party system includes the constituent subjects and its structural relations,organizational systems and operating mechanisms.From the perspective of rules,China’s new party system includes formal rules promulgated by formal institutions,and political rules and political conventions as informal rules.From the perspective of relations,China’s new party system includes the relations between the Communist Party of China and various democratic parties and people without party affiliation.The three levels of structures,rules,and relations are interdependent,reflecting the unique connotation of China’s new party system.
