摘要
文章针对以往研究中由于政府数据资产公共属性所导致的价值评估困境,提出系统动力学的解决方案,建立一个评估政府数据资产基础价值和价值增值的系统动力学模型,帮助政府在数据治理的过程中有效掌握数据资产的价值情况。使用系统动力学的研究方法,通过对政府数据资产价值评估边界的界定,对数据资产价值的产生和增值过程进行模拟,且使用Vensim Dss软件进行模型制作与赋值仿真。文章构建了一个相对有效的政府数据资产价值评估模型,并系统地还原了政府数据资产生产、管理、利用、再生产全流程中价值的产生和转移过程,从而较为有效地评估政府数据资产的价值情况。
In view of the difficulties for value evaluation caused by the public properties of government data asset in previous studies,this paper proposes a solution based on system dynamics,and tries to establish a system dynamics model for assessing the basic value and added value of government data assets,so as to effectively enhance government’s awareness of the value of its data assets in data governance process.By means of system dynamics,this paper defines the boundary of government data asset value,and simulates the generation and growth process of data asset value,using Vensim Dss software for modeling and simulation.The authors create an evaluation model of government data asset,and systematically present the generation and transfer process of government data asset value involving production,management,utilization and reproduction,which can effectively assess the value of government data assets.
