摘要 当前我国对新能源与可再生能源项目的可行性评价均采用专家对可行性研究报告进行评审的方式,存在着研究报告水平不一、评价因素考虑不全面、专家评审耗时多、主观因素影响大等多方面问题。本文针对新能源与可再生能源项目的特点,设计新建能源项目可行性评价系统,从政策法规符合性审查和项目可行性评价指标两个层面对项目进行可行性评价,能够较好地解决目前新能源与可再生能源项目可行性评价中存在的相关问题。 At present,the feasibility evaluation of new energy and renewable energy projects in China adopts experts reviewing feasibility study reports.There are many problems such as different levels of feasibility study reports,incomplete consideration of evaluation factors,high time cost,and great subjective influence.According to the features of new energy and renewable energy projects,this paper designed a feasibility evaluation system for new energy projects,which evaluated the feasibility of new energy and renewable energy projects from two aspects:policy and regulation compliance review,and project feasibility evaluation index.This system could solve problems existing in the feasibility evaluation of new energy and renewable energy projects at present.
