摘要
一流本科教育政策是本科教育提质增效的行动指南,对相关政策的评价可以为政策制定、调整和完善提供参考。研究结合文本挖掘与内容分析法,通过构建PMC指数模型对8所高校一流本科教育政策文本进行量化评价,结果发现:(1)各校政策在政策性质、政策重点、政策受众、政策功能、政策视角、政策指向和政策文件引用等方面的一致性程度较高;(2)政策设计总体较为合理,共有7项政策等级评价为优秀,1项为可接受,无不良和完美级政策,且在政策重点、政策功能、政策视角和政策文件引用方面优势明显;(3)样本政策存在政策指向结构性失衡、政策目标设置不合理、政策科学性有待提高、政策保障激励有效性难以发挥等问题。文章针对上述问题提出优化建议。
The first-class undergraduate education policy is an action guide for improving undergraduate education’s quality and efficiency.The evaluation of relevant policies can provide an essential reference for policy formulation,adjustment,and improvement.This paper used text mining,content analysis,and the PMC-Index model to quantitatively evaluate 8 representative first-class undergraduate education policies issued by universities since 2018.It was found that:(1)The selected first-class undergraduate education policies have a high degree of consistency in policy nature,policy focus,policy object,policy functions,policy perspective,policy direction,and policy document citations.(2)The overall policy design is relatively reasonable,namely,with a total of 7 policies grade as excellent,1 as acceptable,no bad and perfect policies,and obvious advantages in policy focus,policy functions,policy perspective,and policy disclosure.(3)The results also showed that there are still the following shortcomings:structural imbalance of policy orientation,unreasonable policy objectives setting,and policies need to be more scientific,and the effectiveness of policy guarantee incentives.Given the above shortcomings,countermeasures and suggestions are put forward.
