摘要
通过研究航经吴淞口警戒区进出黄浦江船舶交通流客观规律,梳理吴淞警戒区内事故数量和种类,并对其中典型案例进行剖析,结合海事管理实际,以问题为导向,深挖矛盾根源,以“保峰控流、错峰分流”的船舶交通流管控理念为指导,以“人防、技防、机防”为管控路径,从“陆、海、空”多维度发力,为提高吴淞口警戒区进出黄浦江船舶的通航安全度提出可行建议。
The paper analyzes the objective law of the flow of ships entering or leaving Huangpu River through the WuSongKou precaution area.It studies the number and type of accidents in this area,and analyzes the typical cases in detail.Based on the daily practice of the maritime administration,it is oriented to problems and the roots for the conflicts are dug into.feasible suggestions are put forward aiming at improving the navigation safety of ships entering and leaving the Huangpu River through the WuSongKou precaution area.
