摘要
新疆中低煤阶煤层气资源丰富,其近年来勘探开发进展显著,且受到国内外广泛关注。受制于煤层气矿业权、开发成本两项瓶颈问题的制约,2017年以来的煤层气勘查开发步伐减缓。通过行业单位的调研、数据分析研究,认为新疆煤层气产业受到矿业权政策创新不足、工程服务市场竞价不足、高效开发模式仍待探索、激励政策不完善、产业投入波动大等因素影响,针对性提出了成立煤层气产业主管部门工作组、煤层气行业单位加强联合、多元化资金保障煤层气产业投入、建立本地化的煤层气人才培养输出基地等对策,以期支持新疆煤层气产业健康发展。
Xinjiang is rich in medium-low rank CBM resources,and its exploration and development has made remarkable progress in recent years,and has been widely concerned at home and abroad.Restricted by the two key problems of CBM mining right and development cost,the pace of CBM exploration and development has been slowed down since 2017.Through industry unit of investigation and data analysis research,it is proposed that CBM industry in Xinjiang is influenced by such factors as insufficient mining right policy innovation and engineering service market bidding,lack of efficient development mode,imperfect incentive policy,industry investment volatility,etc.The paper put forward countermeasures to support the healthy development of CBM industry in Xinjiang,including setting up working group by CBM industry authorities,strengthening the unity of CBM industry,guaranteeing the input for CBM industry with diversified funding,and establishing the localized CBM talent training base.
