摘要
通过对D市基层社区党组织在“党建引领基层社会治理”过程中执行相关党内法规的实证考察,发现基层党组织在执行党内法规方面存在缺位、失位和形式主义倾向等问题。基于此,应从思想上重视党内法规立法与政策出台的协同性,基层党组织党内政治生活制度从学习、执行、评估到监督与问责等方面落实、完善执行机制,积极探索党内法规执行的社会监督机制和完善“互联网+”党建和基层社会治理信息化平台建设等方面整体性地提升城市社区基层党组织党内法规的执行力。
Through the empirical investigation on the implementation of relevant inner-Party laws and regulations by Party organizations in the grassroots community of D City in the process of“Party building leading grassroots social governance”,it is found that there are problems such as absence,breach and formalism tendency in the implementation of Party laws and regulations by the grassroots Party organizations.The large gap between“Law in Books”and“Law in Action”not only stems from the fact that the relevant mechanisms for urban grassroots Party organizations to implement inner-Party laws and regulations have yet to be implemented and improved,but also due to the lack of coordination between intra-Party legislation and relevant policy support..Based on this,the coordination of inner-Party laws and regulations and policies should be emphasized ideologically.The inner-Party political life system of grassroots Party organization should be implemented and improved from learning,implementation,evaluation,supervision and accountability,etc.The enforcement of the inner-Party laws and regulations of the grassroots party organizations in urban communities could be comprehensively improved from the aspects of actively exploring social supervision mechanism,improving the“Internet+”party construction and building grassroots social governance information platform.
