摘要
海洋是高质量发展战略要地,随着全球海洋竞争的日趋激烈和建设海洋强国战略的深入推进,海洋经济在国家经济社会发展全局中的地位和作用日益突出,已经成为当前我国经济发展的新引擎、新支撑。文章基于国家海洋强国战略深入推进的大背景,在梳理我国当前海洋经济发展新趋势新特征的基础上,分析当前我国海洋经济发展的主要短板,并结合新时代以新发展理念引领经济高质量发展的要求,提出推动我国海洋经济高质量发展的政策建议:(1)坚持陆海统筹,进一步优化海洋产业空间布局, (2)加快构建现代海洋产业体系,着力推动海洋经济向质量效益型转变, (3)深入实施科技兴海战略,着力推动海洋经济向创新引领型转变, (4)扎实推进海洋生态文明建设,着力推动海洋开发方式向循环利用型转变。
The ocean is a strategic location for the high-quality development,with the increasingly fierce global maritime competition and the deepening of the strategy of construction of a maritime power,the status and role of the marine economy in the overall economic and social development of the country have become increasingly prominent,and it has become a new engine and new support for China’s current economic development.Based on the background of the in-depth advancement of the national maritime power strategy,the paper analyzes the main weaknesses of the current marine economic development in China on the basis of combing the new trends and characteristics of the current marine economic development in China,and puts forward policy suggestions to promote the high-quality development of China's marine economy according to the requirements of leading the high-quality economic development with the new development concept in the new era:(1)adhere to the land-sea coordination and further optimize the spatial layout of the marine industry;(2)accelerate the construction of the modern marine industry system,and strive to promote the transformation of the marine economy to a quality-benefit type;(3)deeply implement the strategy of developing the marine economy through science and technology,and focus on promoting the transformation of the marine economy to an innovation-led type;(4)make solid efforts to promote the construction of marine ecological civilization,and focus on promoting the transformation of the mode of marine development to the type of recycling.
