摘要
北京地铁16号线为北京市城市轨道交通首条8A编组线路,采用PPP融资模式。与之前开通运营线路相比,地铁16号线工程实施外部约束条件较复杂,征地拆迁难度较大,核算车站规模有所增加,部分区间限界尺寸有所调整,造成地铁16号线单公里技术经济指标稍高于本地当期其他城区线的平均水平。本文从车站建筑规模、结构施工方案、设备选型、征地拆迁、概算编制原则等方面论述了各阶段投资控制方法,为合理确定本线投资,严格控制阶段投资不合理变化,有效控制工程投资提供了依据。
Beijing Subway Line-16(BSL-16)is the first 8 A-grouped line in the Beijing urban railway transport system with a PPP funding method.Compared with the previously subway lines,the external constraint condition of project implementation of BSL-16 are more complicated and the land acquisition and demolition are more difficult.The extended station scale leads to the economic indicators per kilometer of BSL-16 are slightly higher than the average level of other domestic subway lines in the same period This paper illustrates the investment methods in each stage to manage the project investment in the following aspects:1)station building scale,2)structural construction plan,3)equipment selection,4)land acquisition and demolition,5)budget estimation making.This paper provides a basis for the rational determination of the line investment,controls the unreasonable investment changes strictly and controls the project investment effectively.
