摘要
为有效应对大气污染事故,了解周围大气环境污染程度具有重要的现实意义。以发达的粤港澳大湾区为研究区,研究大气污染风险扩散模拟及联动治理机制。以高斯扩散模型为方法,以GIS工具为手段,模拟分析了无风和有风两种情况下的大气污染风险扩散情况;构建联动治理机制体系,并针对其中四项联动治理策略进行具体分析,包括设立联动防治机构、建立健全联动防治法律和政策、创新联动治理合作机制、建立联动防治保障机制等。
In order to effectively deal with air pollution accidents,it is of great practical significance to understand the pollution degree of the surrounding air environment.This study takes the developed Guangdong-Hong Kong-Macao Greater Bay Area as the research area to study air pollution risk diffusion simulation and linkage governance mechanisms.It uses the Gaussian diffusion model as the method and the GIS tool to simulate and analyze the air pollution risk diffusion under the conditions of no wind and wind.itbuilds a linkage governance mechanism system,and conducted specific analysis on the four linkage governance strategies,including the establishment of a joint prevention and control agency,the establishment of a sound joint prevention and control laws and policies,an innovative joint management cooperation mechanism,and the establishment of a joint prevention and control guarantee mechanism.
