摘要
党的十八大以来,在全面从严治党战略的实施进程中,机关基层党组织建设取得了一定的成效,但是在实践中,机关基层党组织建设仍然存在一些问题。基于实证调查研究,新时代机关基层党组织建设应该着重从以下几方面入手:增进基层党员的参与动力、凸显领导干部的头雁效应、激发机关基层党组织的制度活力、释放机关基层党组织的政治效能以及优化机关基层党组织的政治文化。当然,机关基层党组织建设不可能一蹴而就,它只有进行时,没有完成时。
Since the 18th National Congress of CPC,certain achievements have been made in the construction of primary-level Party organizations of the governments during the implementation of the strategy of comprehensively and strictly managing the Party.However,in practice,there are still problems in the construction of primary-level Party organizations of the governments.Based on the empirical investigation and research,we should focus on the following aspects in the construction of primary-level Party organizations of the governments in the new era:promote the participation motivation of primary-level Party members;clearly display the leading effects of Party officials;bring into full play of the systematic vitality of primary-level Party organizations of the governments;release the political power and effect of primary-level Party organizations of the governments,and optimize the political culture of primary-level Party organizations of the governments.However,we shall clearly bear in mind that Rome is not built in one day especially for such a long term task as the construction of primary-level Party organizations of the governments.It will never end and is forever ongoing.
