摘要
为规避矿井水利用过程中可能面临的风险,科学合理评价矿井水利用风险程度,在明确矿井水利用风险概念的基础上,从工程条件、生态环境、技术水平、经济条件、政策法规和社会认可6个方面,分析提出矿井水利用供需全环节约束因素及风险点,采用层次分析法构建了适用于煤炭矿井水利用的风险评价指标体系和评价模型,并对陕北典型煤矿进行了矿井水利用风险评价。结果表明,构建的风险评价指标体系和评价模型能够有效识别矿井水利用主要风险因素,并给出了相应风险等级评价结论。
Based on a clear concept of mine water utilization,this paper analyzed and proposed the whole link of the constraint factors and risk point between supply and demand sides from the aspect of project condition,ecological environment,technical level,economy conditions,policies and regulations,and social approval.It established risk evaluation index system and model applicable to coal mine water utilization by using analytic hierarchy process to avoid possible risks in the process of mine water utilization and scientifically assessed the risk level.Risk assessment was carried out for typical coal instance in northern Shaanxi.The results show that the risk evaluation index system and method can identify the main risk factors efficiently and it draws the corresponding conclusion of risk level assessment.
