摘要
文章紧紧围绕“水利工程补短板,水利行业强监管”水利改革发展的工作总基调,通过对黑龙江省市县(区)基层水务部门水利专业技术技能人员结构、数量、职能机构以及未来5a水利人才需求等的调研,分析了基层水利部门的人才需求情况,提出了解决对策,也为科学研判、规划水利专业人才的教育和培训指明了发展方向。
Closer to the general principle of the water conservancy reform and development about“water conservancy project to make up for the shortcomings,the water conservancy industry to strengthen the supervision”,through the investigation on the structure,quantity and functional organization of the water conservancy professional technical skill personnel in Heilongjiang Province,municipal and county(district)and the demand of water conservancy personnel in the next 5 years,this paper analyzes the demand for talents in water conservancy departments at the basic level,puts forward the countermeasures,and points out the development direction for the education and training of water conservancy professionals in scientific research and planning.
