摘要
权力的开放性与公共性派生于它的整合功能与协调功能,规定了权力运行的价值及其发展图景,但也孕育了背离这一规定的风险基因。历史上该基因的偶尔激活仅产生暂时或局部影响,自然不会受到持续或普遍的关注。但在社会风险急剧增加、权力运行不尽规范、公民素质参差不齐、国际因素日益复杂等诸多因素的共同作用下,该基因被激活的概率显著增加,以致权力风险发生日渐频繁,其内涵和外延也日趋明晰,故应作为明确的学术选题受到持续关注。基于权力在政治生活中的基础地位和政治在社会生活中的关键作用,权力风险既关系到权力运行与国家安全,又影响着其他风险治理,因而亟待在本体认知与学术建构中把握其积极功能与消极影响,在兴利除弊中推动权力文明进程。
The openness and publicity of power which are derived from its integration function and coordination one not only stipulate the direction of power operation and the prospect of power development,but also breed power risk genes that deviate from that rule.Historically the occasional activation of the genes had only temporary or local effects,naturally didn’t get attention persistently or generally.But under the joint action of many factors,such as the sharp increase of social risks,the irregular operation of power,uneven quality of citizens,and increasingly complex international factors,etc,the probability of risk genes which are activated has been increased significantly so that power risk has been increasing frequently,its connotation and denotation have been clear,therefore it should become a clear academic topic and get persistent attention.Based on the fundamental position of power in political life and the key role of politics in social life,power risk concerns the standardization of power operation and political life,affects governance effect of other social risks and therefore we should grasp its positive function and negative influence on the basis of its ontology cognition and academic construction,promote power civilization meanwhile promoting the beneficial and abolishing the harmful.
