摘要
为了应对全球化带来的互联互通与治理需求,各地不断探索智慧城市建设模式。香港智慧城市建设在诸多全球城市评估中成绩卓越,积累了丰富的经验,有助于粤港澳大湾区智慧城市群建设。香港的城市发展理念经历了从数码城市、电子商务社会到智慧城市的三个阶段。在智慧城市建设方面,香港呈现智慧科技全覆盖、注重基础设施以及公私合营的特点。但是香港现存的文化环境、制度框架与社会氛围等软环境要素掣肘了智慧城市蓝图的实施。在以超级城市为连接节点的超全球化时代背景下,香港应抓住粤港澳大湾区战略机遇,以自身优势融入湾区智慧城市群建设,成为国际竞争的重要节点。
In order to meet the needs of connectivity and governance brought about by globalization,various regions continue to explore the construction mode of smart cities.The smart city development of Hong Kong has made outstanding achievements in many global city evaluations and accumulated rich experience,which will contribute to the development of a smart city cluster in the Guangdong-Hong Kong-Macao Greater Bay Area.Hong Kong's urban development philosophy has gone through 3 stages,from a digital city to a smart city.In terms of smart city construction,Hong Kong is characterized by full coverage of smart technologies,emphasis on infrastructure and public-private partnership.However,Hong Kong's existing soft environment factors such as cultural environment,institutional framework and social atmosphere hamper the implementation of the smart city blueprint.In the era of super globalization,with supercities as the connecting nodes,Hong Kong should seize the strategic opportunity of the Bay Area smart city cluster with its own advantages,and become an important node in international competition.
