摘要
[目的/意义]本文对黄山市特色新型智库建设的对策进行研究,旨在促进黄山市治理体系与治理能力现代化过程中的智库发展,为智库建设提出专业性的策略与建议。[方法/过程]本研究运用文献分析法、调查法、专家访谈法等,分析国内外智库建设的内涵、功能与现状,调查总结出当前国内智库建设的3种模式。[结果/结论]本文为黄山市特色新型智库建设提出完善现有的咨询机构功能、成立智库联盟模式、依托黄山学院组建专业智库、由市政府牵头建设独立法人的智库机构等4种策略,并提出制度创新、人才培养创新、资金筹措创新、服务模式创新等4条创新路径。
[Purpose/significance]This paper is a countermeasure study on the new think tank construction with characteristics in Huangshan,aiming at the development of think tanks in the modernization of governance system and governance capacity of Huangshan City,and putting forward professional strategies and suggestions for the think tank construction.[Method/process]By literature analysis,investigation and expert interview,this paper analyzes the connotation,function and operation status of think tank construction,and summarizes three modes of think tank construction in China.[Result/conclusion]For the new think tank construction with characteristics in Huangshan,this paper proposes four strategies,such as improving the functions of existing think tanks,establishing the think tank alliance,establishing professional think tanks relying on Huangshan University,and building the think tank institutions with independent legal person led by the municipal government,and puts forward four innovation paths,such as the system innovation,the talent training innovation,the fund raising innovation and the service mode innovation.
