摘要
“十四五”时期是我国开启全面建设社会主义现代化国家新征程第一个五年,统筹考虑、提前谋划河湖长制重点工作,对战胜各种风险挑战,建设人民满意的幸福河湖,具有十分重要的意义。本文简述了安徽省推行河湖长制以来的工作成效,揭示了仍存在的问题,分析了“十四五”面临的形势和有关要求,从强化责任担当、健全机制制度、推动法制化、夯实工作基础、引导公众参与等方面分析提出了具体建议,为安徽省“十四五”期间河湖长制全面发展与推进提供参考。
The“14th five-year plan”period is the first five years for China to start a new journey of building a socialist modernized country in an all-round way.It is of great significance to make overall consideration and plan the key work of the river chief lake chief system in advance,so as to overcome various risks and challenges and build a happy river and lake that people are satisfied with.In this paper,the achievements of the implementation of river chief lake chief system in Anhui province are briefly described,the existing problems are revealed,the situation and related requirements faced by the 14th five-year plan are analyzed,and specific suggestions are put forward from the aspects of strengthening responsibility,perfecting mechanism and system,promoting legalization,consolidating work foundation,guiding public participation,etc.,so as to provide reference for the comprehensive development and promotion of river chief lake chief system in Anhui province during the 14th five-year plan period.
