摘要
近年来,愈发严重的人口老龄化趋势已成为我们必须面对的社会现实,银发危机渐显,“未富先老”的老龄化压力已对我国现有养老保障体系提出严峻考验。医养结合模式自2013年开始实施以来,已成为整合“医疗”“养老”资源、带动老龄产业发展、缓解老龄化趋势的良药,走“医养结合”养老之路已成为我国养老模式的必然选择。然而,我国现行的医养结合养老模式仍存在一些问题,致使其难以落实,整体应用效果不佳。文章从现象出发,首先分析我国医养结合模式中现存问题,然后通过构建因果图确定问题研究角度,从政策制度体系、部门管理、环境资源、人群观念、“医养”结合主体等方面分析内在发展机理,探究影响医养结合应用效果的因素。最后针对性地提出相关对策建议,为我国医养结合模式的健康创新发展贡献力量。
In recent years,the increasingly serious trend of population aging has become a social reality that must be accepted.The silver crisis is becoming more and more obvious.The aging pressure of"getting old before getting rich"has put forward a severe test to China's existing pension security system.Since its implementation in 2013,the integrated medical and elderly care model has become the inevitable choice of China's elderly care model because it integrates"medical"and"old care"resources,the development of the aging industry,and the alleviation of aging.However,China's current pension model still has some problems,which make it difficult to implement and the overall application effect is not high.First of all,this article analyzes the problems in China's medical-care integration model,and then establishes a causal diagram to determine the problem research perspective.It analyzes the internal development mechanism from the aspects of policy system system,department management,environmental resources,people's concept,and the main body of"medical care"integration,and explores the influence factors.Finally,some suggestions are put forward to contribute to the development of health innovation in China.
