摘要
采用文献资料法和逻辑分析法,梳理不同国家政府扮演的不同角色对体育社会组织治理能力的作用,提出坚持与完善我国政府主导式角色模式。具有治理能力是标志体育社会组织生命力及活力的基本特征之一,是自主性、有效性和回应性的集合,西方发达国家的做法说明,政府在提升体育社会组织治理能力上的作用必不可少,政府角色扮演要因地制宜、选择适当。在我国,政府是提升体育社会组织治理能力的主导力量,政府主导方式的持续完善是促进体育社会组织治理能力持续增强的有效手段。建议:正面激励为主、行为约束为辅,提升自主性;培育“造血”为主、直接“输血”为辅,提升有效性;把握方向为主、具体措施为辅,提升回应性。
By using the methods of literature review and logical analysis,this paper sorted the different roles played by different national governments on the governance ability of sports social organizations,and put forward that we should continue to improve the government-led role model in China.Governance ability is the basic category that marks the life form of sports social organizations and a collection of autonomy,effectiveness and responsiveness.The practice of western developed countries shows that it is indispensable of the government in improving the governance ability of sports social organizations,and the role of the government should be adapted to local conditions and selected appropriately.In China,the government is the leading force to improve the governance ability of sports social organizations,and the continuous improvement of the government-led mode is an effective means to promote the continuous enhancement of the governance ability of sports social organizations.Suggestions:We need to give priority to positive incentives,supplemented by behavior constraints,to enhance autonomy;cultivate"hematopoiesis"as the main,and direct"blood transfusion"as the secondary,to improve the effectiveness;focus on the direction,supplemented by detailed measures,and enhance responsiveness.
