摘要
城乡关系不平衡、乡村发展不充分是新时代背景下社会矛盾的主要方面。培育和发展特色小镇是缓解社会突出矛盾、落实乡村振兴战略、促进城乡融合发展的题中应有之义。特色小镇建设自上升为国家战略以来取得了良好的经济效益与社会效益。然而,特色不突出、特色产业结构低端化与同构化严重、产业链不成熟、公共服务与基础设施建设滞后等成为特色小镇建设面临的关键症结。特色小镇建设的优化路径应从规划先行、建立健全体制机制保障,打造核心竞争力;融合创新理念,突破发展瓶颈;完善公共服务设施和基础设施建设,释放发展潜能三方面着手推进。着眼未来,特色小镇建设将继续走可持续发展、高质量发展、协调发展的道路。
Unbalanced urban-rural relations and inadequate rural development are the main aspects of social contradictions in the context of the new era.Cultivating and developing signature towns is an essential part of effectively alleviating social prominent contradictions,implementing rural vitalization,and promoting urban and rural integration.The construction of signature towns has achieved good economic and social benefits since it became China’s strategy.However,signature towns generally face problems such as lack of distinctive signatures,the severely low-end and homogeneity of signature industrial structure,the immature industrial chain,the lag of public service and infrastructure construction.The optimization construction path of signature towns should start from three aspects:firstly,planning in front,establishing and improving systems and mechanisms to build core competitiveness;secondly,integrating innovative concepts to break development bottlenecks;lastly,improving the construction of public service facilities and infrastructures to release development potential.Focusing on the future,the construction of signature towns should continue to follow the path of sustainable development,high-quality development and regional coordinated development.
