摘要
乡村社会是国家治理的基本单元和重要场域,治理模式创新是基层治理转型和乡村振兴的必然要求。柔性治理模式因其内在价值的前瞻性和创新性契合公共治理的发展潮流,成为乡村治理变革的重要走向。基于政社互动的分析视角,建构“发生—运作—应用”的分析框架,围绕来源性问题、运作性问题和落地性问题深入探讨乡村柔性治理的发生逻辑、运作机理和应用路径。研究认为:行政威权主导的刚性治理模式在维系乡村公共秩序时因过度强调治理手段的强制性而导致政社互动失衡的发生。后生产主义乡村的到来、农户话语权的回归和政府治理术的创新为乡村柔性治理的培育提供现实土壤。基于制度主义的分析思路认为乡村柔性治理的有效运作在于内生性治理资源的应用,需要在弱化行政威权的同时注重村庄的内源式发展。最后,在分析乡村柔性治理的发生逻辑和运作机理基础上,从系统结构优化、心灵治理实施、行政有效嵌入和公共精神培育等方面提出针对性策略,旨在推进乡村善治的实现和乡村振兴战略的落地。
Rural society is the basic unit and important field of national governance,and governance model innovation is an inevitable requirement for the transformation of grassroots governance and rural revitalization.The flexible governance model conforms to the development trend of public governance due to its inherent value of forward-looking and innovative nature,and has become an important trend of rural governance reform.Based on the analysis perspective of political-community interaction,construct an analysis framework of“generation-operation-application”,and discuss in depth the occurrence logic,operation mechanism and application path of rural flexible governance around source problems,operational problems and landing problems.The research believes that the rigid governance model dominated by administrative authoritarianism maintains the rural public order and at the same time overemphasizes the coerciveness of governance methods,which leads to the imbalance of the interaction between the government and the society.The arrival of post-productionist villages,the return of peasant households’right to speak,and the use of government technical governance provide realistic soil for the occurrence of rural flexible governance.Based on the analytical thinking of Institutionalism,the effective operation of rural flexible governance lies in the application of endogenous governance resources,and it is necessary to emphasize the endogenous development of villages while weakening administrative authority.Finally,based on the analysis of the logic and operation mechanism of rural flexible governance,targeted strategies are proposed from the aspects of system structure optimization,spiritual governance implementation,effective administrative embedding and public spirit cultivation,aiming to promote the realization of good governance in rural areas and the strategy of rural revitalization landing.
