摘要
构建新发展格局的关键是培育新增长点,新的经济增长点是指在经济增长和产业演进过程中,带动能力强、潜在增长率高、具有巨大市场需求、能够带动经济增长形成新的增长态势的产业或者部门。从决定发展格局和新增长点的产业、需求、技术等因素出发,中国未来的新增长点应该是以新一代信息技术为支撑的,以数字经济、网络经济、人工智能经济为核心的新经济。新的经济增长点包括新的产业增长点、新的消费增长点、新的投资增长点、新的区域增长极、新的开放增长点。培育新增长点需要着力完善的配套措施是培育壮大产业发展新动能、把发展经济的着力点放在实体经济上、积极实施工业化延伸战略、轵极推动高水平的开放。
The key to creating a new development pattern is to foster new growth areas.New economic growth areas refer to the industries or economic sectors that can dri\e the development of other industries or economic sectors,have a high potential growth rate and huge market demand,and can stimulate economic growth so as to form a new growth trend in the process of economic growth and industrial evolution.In light of the industry,demand,technology and other factors that determine the development pattern and new growth areas,China's future growth area should be a new economy supported by a new generation of information technology and focused on the digital economy,Internet economy and AI economy.New economic growth areas include new growth areas for the industries,consumption,investment,regions and opening.The supporting measures for fostering new growth areas are to cultivate and expand the driving forces for industrial development,make economic development focus on the real economy,actively implement the strategy of industrialization extension,and vigorously promote high-levrel opening.
