摘要
“十三五”期间,河北省财政实力不断壮大,财政运行整体平稳,有力推动了经济社会的持续稳定发展,但也存在财政收入质量有待提升、财政支出结构有待优化、财政运行风险有待防范等问题,需要立足新发展阶段、贯彻落实新发展理念、适应新发展格局,培育壮大财源经济、优化财政资源配置、推动财政平稳运行、深化财税体制改革,实现河北省财政经济高质量发展。
During the period of the 13th Five-Year Plan,the fiscal strength of Hebei Province has been grow⁃ing and the overall fiscal operation has been stable,which has vigorously promoted the sustained and steady develop⁃ment of the economy and society.However,there still exist some problems,such as the quality of fiscal revenue and the structure of fiscal expenditure needing improvement,and the risk of fiscal operation needing prevention.There is a need to keep a foothold on the new development stage,carry out the new development philosophy,adapt to the new development pattern,foster and build up the fiscal resources economy,improve the allocation of fiscal resourc⁃es,promote the smooth fiscal operation,and deepen the reform of fiscal and taxation system in order to realize the high-quality development of the fiscal economy in Hebei Province.
