摘要
大型水利工程在国家经济社会发展中地位重要。我国社会资本参与的大型水利工程大多尚未正式投入运营或运营时间较短,该类工程在资产运营机制设计上仍存在一定不足,一定程度上影响工程对社会资本吸引力及其资产运营效率。分析社会资本参与国内大型水利工程资产运营机制设计典型案例,总结其中可供我国同类工程资产运营机制设计所借鉴的相关经验,得出社会资本参与我国大型水利工程应根据工程主体功能性质、社会资本方投资额高低以及资产是否适合由社会资本方长期拥有并运营等情况,确定合适的资产运营模式;通过约束条款强化政府保障的可行性及有效性;加强政府对工程资产运营的协调指导和行业监管。
Large-scale water project plays an important role in national economic and social development.Most large-scale water projects in China have attracted investment from social capital,but they have been in trial operation or have a relative short operation period.There are still some deficiencies in the design of asset operation mechanism of such projects,which result in loss of attraction from social capital and efficiency of asset operation to a certain extent.With analysis of typical examples of domestic large-scale water projects,a summary of relevant experience that can be referenced for the design of asset operation mechanism of similar projects in China,it is concluded that social capital participating in large-scale water project construction should be decided based on the functional features of the project,and whether the high or low of social capital and assets are suitable for its long-term ownership and operation.In addition,the effectiveness of government should be safeguarded through binding terms,in order to strengthen coordinated guidance and sectoral supervision to the operation of project assets by the relevant governmental departments.
