摘要
河长制的大力推行一定程度上打破了“九龙治水”困境,解决了常规治理机制失灵问题,调动了群众参与治水积极性。河长制虽然在制度上实现了全覆盖,在实践层面取得了初步成效,但从“有名”到“有实”的转变过程还任重道远。一方面河长制仍面临着“人治与法治”之争、考核体系不完善、权力归属不明确等问题,一方面改进和完善河长制体系设置和管理制度等研究还比较薄弱。需要继续以现有四级河长制度为依托,完善相应法律法规建设,强化现有考核机制,从根本上提升河长思维高度,不断营造和谐美好治水环境,最终实现“河清湖美”理想目标,助推美丽中国建设。
The vigorous implementation of the river chief system solved the predicament of multi-governance on the protection of the water environment to some extent,broke the failure of the conventional control mechanism,and aroused the enthusiasm of the majority of residents to participate in water control.However,although the river chief system has achieved full coverage in the system and achieved initial results in practice,the transformation process from“reputation”to“ability”still has a long way to go.On the one hand,the river chief system is still faced with many problems such as the dispute of“rule by man or rule by law”,imperfect assessment system,unclear ownership of power,etc.On the other hand,the research on improving and perfecting the river chief system setting and management system is relatively weak.We still need to continue to rely on the existing four-level river chief system,perfect the corresponding laws and regulations construction,strengthen the existing examination system,fundamentally improve the thinking level of river chief,constantly create a harmonious and beautiful water conservancy environment and finally realizes the dream of“every river and lake is clear”,thereby achieving the ideal goal of accelerating the construction of a beautiful China.
