摘要
在经济社会快速发展与土地资源日渐稀缺背景下,创新土地利用模式具备重要现实意义。本研究梳理并总结了国内外有关白色用地研究的相关概念与具体实践经验,研究结果表明白色用地核心内涵在于发展空间的土地预留、土地混合开发与土地用途转换,在长期发展过程中已衍生众多相关概念并广泛应用于各地的规划实践。借鉴国内外白色用地实践经验,新一轮国土规划可在如下方面进一步探索:一是坚持刚性约束与弹性管控并行;二是从增量规划逐步转向存量优化;三是加强规划的全生命周期管控;四是推动国土空间规划中的公众参与。
Under the background of rapid economic development and increasingly scarce land resources,it is of great practical significance to innovate land use patterns.This study combs and summarizes the relevant concepts and specific practical experience of white land research at home and abroad.The results show that the core connotation of white land lies in the land reservation,mixed land development and land use conversion.During the long-term development process,a number of related concepts have been derived and widely used in the planning practice of various localities.Drawing on the practical experience of white land at home and abroad,a new round of territorial space planning can be further explored in the following aspects:firstly,adhere to the rigid constraints and flexible control parallelly;Secondly,transit from incremental planning to inventory optimization;thirdly,strengthen the planning of the whole life cycle management;last but not least,promote public participation in territorial space planning.
