摘要
运动式环境治理与政治势能互相关联,具有一定的逻辑可以追寻。运动式环境治理是政治势能的“寄居之所”,政治势能则给予运动式环境治理新的分析范式。运动式环境治理与政治势能关系的逻辑起点在于两者间的悄然融通,政治势能形塑了运动式环境治理场域中的诸多元素。运动式环境治理与政治势能在媒介凭借上具有同构性,领导的在场、文件的叠加、激励机制、媒体鼓噪等既是政治势能的作用媒介,也是运动式环境治理的重要举措或者治理过程的关键环节。未来,运动式环境治理与政治势能的变化末梢将是两者的共同转型——进入常规治理体系序列中,勠力共创国家治理体系和治理能力现代化新时代。运动式环境治理与政治势能的联动逻辑提示着政治势能的聚拢与科学落位至关重要,政治势能需要一定的规则、制度予以支撑,要充分尊重地方的自主性。
There is a certain logic to trace the relationship between the environment governance and political potential.Motion-based environmental governance is the“sojourn”of political potential energy,and political po⁃tential energy gives a new analytical paradigm of the environmental governance.The logical starting point of the re⁃lationship between them lies in the quiet integration of the two.The motion-based environment governance and the political potential energy have the isomorphism in the media.The presence of leaders,the overlaying of documents,the incentive mechanism,and the noise of the media are not only the media of political potential energy,but also the important measures or key links in the governance process of motion-based environmental governance.In the fu⁃ture,the change of environmental governance and political potential energy will be the joint transformation of both of them.They will enter into the sequence of conventional governance system,and pull together a new era of mod⁃ernization of national governance system and governance capacity.The linkage logic of the two suggests that the cir⁃cle of political potential energy and the position of science are crucial.Political potential energy needs certain rules and systems to support it,and fully respects local autonomy.
