摘要
上海新建市域铁路仍处于建设初期,具有对城市轨道交通的依附性较强、以服务都市圈通勤客流为主的特点。从线网特征、客流属性、运营自主性和财务收支的透明度等方面进行比较,确定新建市域铁路采用委托运营管理模式并选择上海申通集团有限公司作为受托方为较优选择。分析比选了二种市域铁路委托运营管理方案,并研究提出较优方案下政府、上海申铁投资有限公司、上海申通集团有限公司和上海铁路局集团的权责与收益分配关系。
The new suburban railways in Shanghai are still in the early stage of construction,with strong dependence on urban rail transit and mainly serving commuter traffic within the metropolitan area.After comparing the characteristics of the line network,passenger features,operational autonomy and transparency of financial income and expenditure,the entrusted operation management model is more suitable for the new suburban railways and we choose Shanghai Shentong Metro Co.,Ltd as the trustee.Then we compare two kinds of suburban railway entrusted operation management programmes and allocate rights,responsibilities and benefits among the Government,Shanghai Shentie Investment Co.,Ltd.,Shanghai Shentong Metro Co.,Ltd.and the Shanghai Railway Bureau Group under the better programme.
