摘要
习近平绿色发展理念为进一步推进生态文明建设、推动我国经济社会可持续发展和环境治理现代化、生态保护有机化奠定了坚实的思想理论基础。运用生态思维、创新思维、法治思维和综合分析方法,对绿色发展的内涵与外延和绿色发展的主题与主线进行全面梳理,科学阐释习近平绿色发展的生态文明建设的路径与遵循,既是贯彻十八大以来习近平生态文明建设思想,也是落实十九大和十九届三中、四中、五中全会关于践行绿色发展理念、推进生态文明建设、培育公民生态人格、树立绿色价值观的必然选择。基于此,本文归纳出:在新时代生态文明建设过程中,开展绿色发展宣传教育、培育公民绿色生态人格,完善政策体制机制建设、加大生态环境保护力度,建立健全法律治理体系、筑造生态文明建设格局等总体思路和重点任务,为推动双循环新发展格局的构建,最终决胜疫情防控和巩固脱贫攻坚胜利成果,实现第二个百年目标提供了坚实的理论支撑。
President Xi Jinping’s concept of green development has laid a solid ideological and theoretical foundation for the further promotion of ecological civilization,the sustainable development of China’s economy and society,the modernization of environmental governance and the organic protection of ecology. From the perspective of ecological,innovative and legal mentality,the paper analyzes the connotation,the denotation,the theme and the main thread of the concept of green development. The scientific interpretation of the path and guideline for ecological civilization construction concerned with green development is critical to carrying out Xi Jinping’s thought of ecological civilization construction since the 18 th CPC National Congress. It is also a necessity to implement the green development concept proposed over the 19 th National Congress and the third,fourth and fifth plenary sessions of the 19 th CPC Central Committee,promote ecological civilization construction,cultivate civic ecological personality and set up green values. Finally,the paper puts forward that the general idea and key tasks of carrying out green development publicity and education,cultivating civic ecological personality,enhancing the policy system and mechanism,strengthening the environment protection enforcement,establishing and improving the legal governance system and building the pattern of ecological civilization construction provide a solid theoretical support for the new development pattern of dual circulation,the success of epidemic prevention and control,poverty alleviation and the realization of the second centennial goal.
