摘要
政府主导型社会组织孵化器是指由政府直接、单独筹办的公益性社会组织。在此孵化模式下,尽管孵化器的资金来源能得到保障,但也造成了双方权责失衡的局面,具体表现为社会组织孵化器管理权限较弱、开放程度不高以及运行绩效有待提升等问题。在此背景下,探究孵化器与地方政府权责分配新模式,使双方在深度连接的同时保持一定的自主性与独立性成为现实需要。该文以松散耦合理论为视角,通过面向任务—绩效导向—并向执行的逻辑思路,以及整体性与独立性并存、连通性与周期性兼顾、开放性与平等性同行的模式特点,构建了政府主导型社会组织孵化器与地方政府松散耦合型权责分配模式,最终目的是实现双方的合作共赢,培育更多社会组织来更好地提供公共服务,满足公众需求。
The government-led social organization incubator refers to the public welfare social organization directly and separately organized by the government.In this incubation mode,the source of incubator funds can be guaranteed,but it also causes the imbalance between the power and responsibilities of both sides.Specific performances of social organization incubator are weakness of management authority,poor efficiency and low degree of openness and so on.Under this background,it is necessary to explore a new mode of distribution of power and responsibility between government-led social organization incubator and local government,so that both sides can maintain certain autonomy and independence while deeply connecting.Taking loose coupling theory as the angle of view,this paper constructs a loosely coupled power and responsibility distribution mode between government-led social organization incubator and local government through the logical thinking of task-orientation,performance-orientation and concurrent-execution,as well as the characteristics of integrity and independence,connectivity and periodicity,openness and equality.The ultimate goal is to achieve win-win cooperation and cultivate more social organizations to better provide public services and meet public needs.
