摘要
随着国际反恐形势日趋严重,社会不稳定因素激增,核、生物、化学技术的进步,核生化恐怖袭击成为新形势下反恐怖斗争关注的焦点。通过分析核生化恐怖袭击的手段和方式,对我国核生化反恐形势进行深入研究。新形势下,建全我国核生化反恐应急管理机制,从监测预警、情报收集研判、工作响应机制、重点管控实施、法律制度体系建设等方面,完善城市核生化反恐应急管理体系,确保人民群众生命财产安全。
For the severe international terrorism situation,rising social instability,and progress of nuclear,biological and chemical technology,NBC terrorism has been the concern of anti-terrorism currently.To further study the NBC terrorism situation in China,the approach and methods of nuclear,biological and chemical terrorist attacks will be analyzed.In such circumstances,China will improve its contingency mechanism and urban emergency response system of NBC terrorism from the aspects of monitoring and alarms,intelligence collection and analysis,fast response,risk management and control,and institutional construction,etc.to secure people's lives and property.
