摘要
科研伦理是科技活动必须遵守的价值准则,科研伦理审查是科技伦理治理的重要手段。本文通过研究欧盟“地平线2020”和“地平线欧洲”等科研和创新框架计划,以及英国国家科研与创新署所属的7大研究理事会对其资助的研究项目的科研伦理监管制度,梳理了中国财政资助研究项目相关管理要求,分析了财政资助研究项目伦理管理发展趋势,认为未来财政资助项目的伦理监管将越来越严格,提出中国财政资助研究项目伦理管理的对策建议,为构建适合中国特色的科技伦理治理体系提供借鉴。
Science and technology ethics is a value criterion that must be complied in science and technology activities.Research ethical review is an important mean of science and technology ethical governance.This article studies the framework programme for research and innovation of European Union such as“Horizon 2020”and“Horizon Europe”,investigates the ethical polices on research funded by 7 Research Councils of UK Research and Innovation,combs the ethical requirements of research projects funded by national finance in China,analyzes the development trend of ethical governance of research projects funded by national finance.It is suggested that the ethical supervision of financially funded research projects will become more and more stringent in the future.Finally,the proposals of ethical governance of research funded by national finance in China are advanced.This paper provides some references for formulation of a science-technology ethical governance system which is suitable for Chinese characteristics.
