摘要
目的通过对我国应急管理体系的比较研究,探讨传统应急管理体系的弊端,分析新时代应急管理体系的特点与面临问题,以期改进新时代应急管理体系,使其更加符合政府与人民的需求。方法通过对我国2008—2019年应急管理相关政策、法规、案例与文献的收集、整理、总结并进行分析。结果应急管理机构总体层级较低、应急管理体系部门间协作不畅、政府应急工作投入机制不健全等问题是我国应急管理领域的关键问题,传统应急管理体系存在“小马拉大车”“碎片化”“局限化”的弊端,而新时代应急管理体系的“整合化”“升格化”“智慧化”特点,从政府与人民两个方面满足了对应急管理体系的需求。结论新时代应急管理体系突破了传统应急管理体系的约束,但由于我国应急管理起步较晚,新时代应急管理体系仍面临着提升协调性,转变管理理念与方式、驱动创新发展的问题。
Objective Through the comparative study of China’s emergency management system,to explore the drawbacks of the traditional emergency management system and analyze the characteristics and problems of the emergency management system in the new era,so as to make the emergency management system more in line with the needs of the government and the people.Methods Through collecting,sorting out,summarizing and analyzing the relevant policies,regulations,cases and documents of emergency management in China from 2008 to 2019.Results The key problems in the field of emergency management in China are the lower overall level of emergency management agencies,poor coordination among departments in the emergency management system,and unsound input mechanism of government emergency work.The traditional emergency management system has the drawbacks of"small horse-drawn cart""fragmentation"and"limitation".The"integration""upgrading"and"intelligence"of the emergency management system in the new era have met the needs of the emergency management system from both the government and the people.Conclusion The emergency management system in the new era breaks through the constraints of the traditional emergency management system,but the emergency management system in the new era is still facing the challenge of improving coordination,changing management concepts and methods and driving innovation and development due to the late start of emergency management in China.
