摘要
本文基于两类不同家庭:60岁以下参保缴费家庭(无老年人家庭)和60岁以上领取养老金家庭(老年人家庭),理论分析新型农村社会养老保险对农地流转影响的作用机制,利用CHARLS的农户调查数据,实证分析新型农村社会养老保险及不同参保特征对农地转出和农地转入行为的影响。研究结果表明,对于无老年人家庭,参加新型农村社会养老保险显著促进农户农地转出,参保人数越多、缴费金额越高、参保年限越长,更加愿意转出土地,同时对农地转入也具有一定促进作用。对于老年人家庭,领取养老金能显著减少农户的土地转出;但新型农村社会养老保险的其他特征变量对老年人家庭的农地转入影响不显著。基于以上研究结论,本文认为在制度设计中应关注差异性,同时要加强政策补贴力度,加快构建农地流转信息平台,以释放农地流转潜力。
Based on different farmer household types,namely,those with members under or above 60(with or without senior members),this paper theoretically analyzes the influence mechanism of new rural social endowment insurance on rural land transfer.Based on CHARLS household survey data,it empirically analyzes the effects of new rural social endowment insurance and different insurance features on rural land transfer-out and transfer-in.Results show that,new rural social endowment insurance has a significantly positive effect on the land transfer-out for under-60 families.More family members,higher payment and longer time in the new rural social endowment insurance bring about a higher willingness to implement transfer-in.This also implicitly promotes rural land transfer-out.For over-60 households,pension drawing markedly reduces their land transfer-out.But other endowment-related insurance variables have no significant effect on rural land transfer-in.On this basis,this paper maintains that due attention should be paid to household differences in the system design.It must strengthen policy subsidy and more quickly construct the rural land circulation information platform to release rural land transfer potential.
