摘要
随着我国城市化快速发展,以工程渣土为主的各类建筑垃圾大量产生,全国许多城市面临“渣土围城”困境,城市管理者们亟须科学、合理的消纳处置及资源化利用途径解决渣土过剩问题。以东南沿海典型城市——温州为例,基于多源信息数据调研了工程渣土产生量、性质及处置现状,探讨了就近回填及堆坡造景、废弃矿山消纳及复垦土地、再生路基填料及待建道路消纳、渣土储备/再利用和围垦区洼地回填5种途径的可行性,并对不同途径消纳潜力及布局进行了介绍,提出了工程渣土分类开挖及直运,基于天-空-地监控技术的信息化管理平台,以及市域统筹、分类协同及特许经营管理机制等对策与建议。
With the rapid development of China’s urbanization,a large number of construction and demolition debris,mainly waste soils,are produced.Many cities across the country are facing the dilemma of“besieged by waste soils”.Urban managers desperately need scientific and reasonable ways of disposal and resource utilization to solve the problem of surplus waste soils.Take Wenzhou,a typical coastal city in southeast China,as an example,based on the data of multi-source information,the production,property,and disposal status of engineering waste soils were investigated.The feasibility of five ways of backfilling and landscaping nearby,consumption and land reclamation at abandoned mines,reclaimed subgrade filling and consumption in road to be built,waste soils storage and reuse,and backfill in tideland reclamation were discussed.And the disposal potential and layout of different ways of consumption were demonstrated.The countermeasures and suggestions such as sorting excavation and direct transportation of waste soils,information management platform based on universe-sky-ground monitoring technology,municipal overall planning,classification coordination and franchise management mechanism were put forward.
