基于集散能力测算的西藏农牧区物流体系构建研究 被引量:2

Research on the Construction of Logistics System for Tibet’s Agricultural and Pastoral Areas Based on the Calculation of Collection and Distribution Capacity

摘要 构建科学高效的物流体系可以有效缓解高原物流面临的发展问题。文章依据TOPSIS-灰色关联模型,从物流基础条件、物资管理能力、物流信息管理和物流活动组织四个方面选取17个指标,构建物流节点集散能力测算指标体系,对西藏七个城市(地区)物流节点的集散能力进行测算。依据测算结果,确定农牧区核心物流节点及各物流节点间的联动机制,提出农牧区物流发展轴的理念,最终完成包含城市物流节点、核心物流节点、物流发展轴三个层次的西藏农牧区物流体系构建。文章以城市物流节点集散能力为依据,构建的农牧区物流体系力求充分利用好西藏来之不易的物流资源,保障农牧区物流的有效供应,进而推动农牧区经济持续稳定增长。 Constructing a scientific and efficient logistics system can effectively alleviate the problems in the development of plateau logistics.This article starts with the discussion of the collection and distribution capacity of logistics nodes so to build a logistics system for Tibet’s agricultural and pastoral areas to achieve the effective operation of plateau logistics.According to the TOPSIS-grey correlation model,17 indicators are selected from the four aspects,namely,logistics basic conditions,material management capabilities,logistics information management,and logistics activity organization to construct an index system for the calculation of the distribution capacity of logistics nodes.Then,the collection and distribution capacity of the logistics nodes of seven cities(regions)in Tibet is calculated.Based on the calculation results,the core logistics node in the agricultural and pastoral area and the linkage mechanism between every two logistics nodes are determined,and the concept of the logistics development axis in the agricultural and pastoral area is proposed.Lastly,the construction of a logistics system for Tibet’s agricultural and pastoral areas is completed.The system includes three levels:urban logistics node,core logistics node,logistics development axis.Based on the collection and distribution capacity of urban logistics nodes,this article aims to make full use of Tibet’s hard-won logistics resources to ensure the effective supply of logistics in the agricultural and pastoral areas,and promote the sustainable and stable economic growth of the agricultural and pastoral areas.
