摘要
国家治理问题的实质是涉及各个权力主体的规则架构和秩序逻辑问题。公共部门作为行使国家权力的主体,处于整个国家治理系统的核心位置。中国共产党与人民代表大会的横向权力关系隐藏于公共部门在国家治理中的制度运行逻辑之下,涉及到国家权力的本源特征、运行机制和最终归宿。规范两者在新时代国家权力坐标系中的相对关系,构建一个稳定、有序、高效的治理结构,有利于把制度优势更好转化为治理效能。
The essence of national governance is the rule framework and logic of order that involves each power subject. As the main body exercising state power, the public sector is at the core of the entire national governance system. The horizontal power relationship between the CPC and the People’s Congress is hidden under the logic of system operation of the public sector in national governance, and it involves the fundamental characteristics, the operation mechanism and the final destination of the state power. Regulating the relative relationship between the two in the coordinate system of state power in the new era, and building a stable, orderly and efficient governance structure is conducive to better transforming institutional advantages into governance effectiveness.
