摘要
为了保证城市生态环境的可持续发展,提出基于绿色发展的城市垃圾分类及其污染的法律治理。在绿色发展理念的背景下,通过加强城市垃圾分类宣传力度和探索垃圾分类的约束激励机制,提高城市群众的源头参与意识。从加强组织领导、推行城市垃圾分类技术标准以及推进城市垃圾分类收运处理基础设施建设,发挥出政府的主导作用。结合城市垃圾污染治理的法治氛围的营造、垃圾污染风险防范制度的加强,以及城市垃圾污染治理的执法效率的提高,实现了城市垃圾污染的法律治理。
In order to ensure the sustainable development of urban ecological environment,this paper puts forward the legal treatment of urban waste classification and pollution based on green development.Under the background of the concept of green development,the awareness of urban people's source participation can be improved by strengthening the publicity of urban waste classification and exploring the constraint and incentive mechanism of waste classification.The government should play a leading role in strengthening the organization and leadership,promoting the technical standards of urban waste classification and promoting the infrastructure construction of urban waste classification collection,transportation and treatment.Combined with the construction of the rule of law atmosphere of urban garbage pollution control,it is necessary to strengthen the garbage pollution risk prevention system,and the improve the law enforcement efficiency of urban garbage pollution control in order to realize the legal control of urban garbage pollution.
