摘要
为实现地下水采补平衡,研究地下水超采对水环境的影响和超采综合治理方案。综合考虑研究区域自然地理状况与水资源开发利用情况,分析超采会造成地下水污染、海水入侵以及地面下沉等危害。然后分别从涵养水源、调节气候、精化水源等方面建立地下水生态价值模型,再根据补偿机制框架将公平性、有效性等作为补偿机制基本原则,利用成本分析法计算直接成本、发展机会成本以及种植结构调整措施成本,并将补偿标准作为下限值,提出相应的地下水超采综合治理方案。
In order to realize the balance of groundwater exploitation and replenishment,the influence of groundwater over-exploitation on water environment and the comprehensive treatment scheme of groundwater exploitation are studied.Based on the comprehensive consideration of the geographical situation of the study area and the situation of water resources and development and utilization,it is concluded that overmining will cause the harm of groundwater pollution,seawater intrusion and ground subsidence.From the aspects such as water conservation,regulating climate,the elaboration water groundwater ecological value model is set up.According to compensation mechanism framework to fairness and effectiveness as a basic principle of compensation mechanism,the paper calculated the cost of direct cost and opportunity cost as well as the planting structure adjustment,and the compensation standard as the lower limit value.It put forward the corresponding comprehensive treatment project of groundwater.
