摘要
目的了解青岛市李沧区2015—2019年近5年来卫生行政处罚现状及变化趋势,为进一步做好卫生监督执法工作提供参考依据。方法收集汇总青岛市李沧区2015—2019年卫生行政处罚案例数据,对行政处罚基本情况、案件来源、专业分类、处罚结果、人均办案数等指标进行统计和描述性分析。结果2015—2019年,青岛市李沧区共开展卫生行政处罚案件445起,处罚金额共计1697317.55元。行政处罚数量总体呈上升趋势,处罚种类以医疗卫生、传染病消毒、公共场所卫生为主。结论打击无证行医、加强医疗机构和公共场所卫生监管仍是目前卫生监督工作的重点。同时,应加强卫生监督体制建设,完善和修订相关卫生法律法规,增强执法人员办案能力,丰富行政处罚案由种类,不断提高卫生行政处罚质量。
Objective To understand the current status and trends of sanitation administrative penalties in Licang District of Qingdao City in the past five years,and to provide a reference for further improving health supervision and law enforcement.Methods The data of health administrative punishment cases in Licang District of Qingdao City from 2015 to 2019 were collected and summarized.The basic situation of administrative punishment,the source of the case,the professional classification,the result of punishment,and the number of cases handled per capita were statistically and descriptively analyzed.Results From 2015 to 2019,a total of 445 sanitary administrative penalties were carried out in Licang District,Qingdao City,with a total of 1,691,973.55 yuan to be punished and confiscated.The number of administrative penalties was generally on the rise,and the main types of penalties were medical health,disinfection of infectious diseases,and sanitation in public places.Conclusion Combating undocumented diagnosis and treatment and strengthening health supervision in medical institutions and public places remain the focus of current health supervision work.At the same time,it is necessary to strengthen the construction of the health supervision system,improve and revise relevant health laws and regulations,enhance the ability of law enforcement personnel to handle cases,enrich the types of administrative punishment cases,and continuously improve the quality of health administrative punishments.
